Army – Rules of Conduct and Faction Regulations
These regulations apply to all members of the Army.
They govern internal conduct, the chain of command,
military operations, and interactions with other
factions and civilians. The server rules take precedence
over these faction regulations at all times.
This document does not grant the Army any additional
authority beyond what is permitted by the server.

▸ §1 – Hierarchy and Respectful Conduct

§1.1 – Decision-Making Authority
The Army Leader or Commander holds the highest internal decision-making authority within the faction. This authority applies only within the framework of the server rules and these faction regulations.

If no Leader is present, the highest-ranking available Army member generally assumes responsibility[Code1: army]. During ongoing operations, an explicitly designated operation commander remains in charge until command is handed over or they are relieved.

§1.2 – Authority to Issue Orders
Lawful orders that comply with the rules and are issued by superiors or the responsible operation commander must be followed. Orders that violate the server rules or these regulations must not be carried out; the conflict should be reported to leadership as soon as possible.

Deliberately disobeying legitimate orders may result in internal disciplinary action.

§1.3 – Conduct Toward Others
Army members must treat fellow members, civilians, and other government factions with respect. Insults, provocations, personal disputes during operations, and deliberately obstructing other government factions are prohibited.

§1.4 – Bounties and Personal Conflicts
Placing bounties on fellow members or members of other government factions without an explicit, justifiable reason that complies with the rules is prohibited. Military authority must not be abused to pursue personal or OOC conflicts.
▸ §2 – Conduct and Duties of an Army Member

§2.1 – Setting an Example
Every Army member represents a government faction and must engage in professional, credible roleplay. This includes complying with the server rules, the penalty catalog where applicable, traffic regulations, applicable drug laws, and standards of appropriate communication.

§2.2 – Conduct While on Duty
Unnecessary provocations, insults, threatening gestures, and deliberately escalating situations are prohibited while on duty. Uniforms, military vehicles, and equipment must not be used to intimidate others without a valid RP reason.

§2.3 – Proportionality
Every action must be appropriate to the specific threat and mission. Wherever possible, the least severe effective measure[Code2:haha] must be chosen. Neither disobedience, insults, nor simply fleeing automatically justify the use of a Taser, firearm, or force involving a vehicle.

§2.4 – Operational Readiness
Army members on duty are generally required to be available for ordered alerts and major incidents. In the event of personnel shortages or particularly dangerous situations, the operation commander may call in available personnel.

§2.5 – Areas of Responsibility
The Army's primary duties include securing its military facilities, guarding Alcatraz, conducting authorized military operations, and supporting other government factions. Combating terrorism must not be overlooked, as it is also one of the Army's core responsibilities.
▸ §3 – Duty Obligations and Cooperation

§3.1 – Support and Alerts
Urgent requests for assistance and alerts must be prioritized according to the level of danger. Training exercises, routine patrols, and other low-priority activities should be interrupted for urgent, ordered operations. However, an ongoing dangerous operation must not be abandoned without proper coordination.

§3.2 – Major Incidents
In the event of attacks on the Army base, threats to other government factions, or comparable dangerous situations, routine activities generally take lower priority, provided that Army intervention is permitted. Exceptions apply to server-designated events and situations that cannot readily be left.

§3.3 – Weapons and Supply Transports
The Army's own transports of weapons, ammunition, and supplies must be carried out and protected in accordance with the operation commander's instructions. The Army may intervene in illegal transports conducted by criminal factions only if its jurisdiction and the server rules permit it. Unauthorized attacks are prohibited.

§3.4 – Radio Discipline
The Army radio channel is intended for operation-related communication. Spam, unnecessary conversations, and deliberate radio interference are prohibited. Reports should be brief and clear and, in urgent situations[Code3:love], should include the location, situation, number or description of those involved, and the assistance required whenever possible.

§3.5 – Cooperation
Army members must act in a coordinated manner during operations. Unnecessary solo actions and unauthorized initiatives that endanger fellow members or interfere with ongoing operations must be avoided. The responsibilities and jurisdiction of other government factions must be respected.

§3.6 – Faction Fights and Gang Wars
The Army must not independently interfere in ongoing fights between criminal factions. As a general rule, the Army must not intervene in an ongoing gang war and must avoid the area. An exception may be made only if the server rules explicitly permit an operation or if an immediate threat to bystanders or government factions makes a permitted intervention necessary.
[spoiler=§4 – Military Premises, Checks, and Treatment of Individuals]
§4.1 – Access to Military Premises
Restricted military zones, hangars, armories, and other secured areas may be entered only by authorized persons. Whenever possible, visitors must be clearly informed which areas they may enter and when they must leave the premises.

§4.2 – Security and Access Checks
Identity, vehicle, and security checks may be carried out at gates, entrances, and other secured checkpoints within the limits of the server rules. Such measures require a justifiable security-related or RP reason and must not be used arbitrarily to harass others.

§4.3 – Searches
Searches are permitted only if the server rules and the specific circumstances allow them, for example in cases of reasonable suspicion or a lawfully ordered security check. Mere curiosity or personal dislike is not sufficient.

§4.4 – Unauthorized Persons and Intruders
Unauthorized persons should, if the situation permits, first be approached, warned, and instructed to leave the restricted area. In the event of an active threat or attack, proportionate protective measures are permitted. Merely crossing a restricted boundary does not automatically justify lethal force.

§4.5 – Detention and Handover
Individuals may be detained or arrested only if the server rules grant the relevant authority. If another government faction has jurisdiction, the individual must be handed over in an orderly manner. Detained individuals must be treated respectfully; unnecessary delays, insults, and harassment are prohibited.

§4.6 – Wanteds and Tickets
Wanteds and tickets may be issued only by Army members authorized to do so and in accordance with the current penalty catalog. False or personally motivated penalties are prohibited.

Note on the LSPD ticket rule: The LSPD rule allowing tickets of $2,500 per Wanted for up to two Wanteds applies to the Army only when no Officer is on duty.

§4.7 – Repeated Checks
Where the Army is authorized to conduct identity or traffic checks, the same individual generally should not be checked again within one hour without a new reason. A new check is possible under the server rules if there is new specific suspicion or a new offense.

Note: Traffic and identity checks are strictly limited to the Las Venturas area. Such checks are not conducted in Los Santos, as that area remains under LSPD jurisdiction.

▸ §5 – Use of Force and Weapons

§5.1 – General Principle
Force must always be used proportionately. It may be used only to carry out a permitted mission or to prevent a specific threat.

§5.2 – Tasers and Non-Lethal Measures
A Taser may be used only when there are sufficient grounds and in accordance with the server rules, particularly in cases of active[Code:4 Hunter] resistance, a flight on foot that may lawfully be stopped, or a specific threat that can be neutralized without a firearm.

§5.3 – Use of Firearms
Firearms may be used only in situations involving a correspondingly serious threat and in accordance with the server rules, particularly to protect against an immediate life-threatening danger or against individuals who are using firearms or are about to use them.

Simply being near an operation, insulting someone, fleeing, or entering restricted premises without authorization does not, by itself, justify the immediate use of firearms.

§5.4 – Shooting at Tires and Use of Force Against Vehicles
Deliberately shooting at tires or using other force against vehicles is permitted only during authorized operations and in accordance with the server rules. Bystanders must not be unnecessarily endangered.

§5.5 – End of the Threat
Once a threat has ended, the use of force must also stop. Shooting must not continue at individuals who are surrendering, detained, or incapacitated.

§5.6 – Military Weapons and Special Equipment
Heavy weapons, armored vehicles, and other special equipment may be used only in accordance with the server rules, the specific mission, and, where applicable, authorization from leadership. Personal misuse and demonstrative deployment without an RP reason are prohibited.
▸ §6 – Vehicles, Aircraft, and Pursuits

§6.1 – Service Vehicles
Army vehicles may be used only for official duties and within the scope of the user's authorization. Unnecessary damage, misuse, and blocking operational exits are prohibited.

§6.2 – Vehicle Pursuits
Pursuits may be initiated or supported only if the Army has jurisdiction or has been explicitly authorized to do so. Other road users must not be unnecessarily endangered. Fleeing does not automatically justify every driving maneuver.

§6.3 – Aircraft
Helicopters and other aircraft may be used only by authorized Army members. During takeoffs, landings, and operations, care must be taken to protect fellow members and bystanders. Risky flight maneuvers without an operational reason are prohibited.

§6.4 – Returning Vehicles
After an operation, all service vehicles must be fully repaired, fully refueled, and parked in the designated[Code5:Hydra] parking spaces inside the base. This ensures that the vehicles remain ready for use at all times and are available for the next operation.
▸ §7 – Large-Scale Military Operations

§7.1 – Operation Command
Whenever possible, an operation commander must be designated for larger operations. This person coordinates the deployed personnel and remains in charge until command is explicitly handed over.

§7.2 – Duties of the Operation Commander
The operation commander coordinates, in particular, the positioning of personnel, secured areas, vehicle and air support, communication with government factions, authorized tactical interventions, and, if necessary, withdrawal and regrouping.

§7.3 – Defense of the Base
In the event of attacks or specific threats against military facilities, the operation commander organizes the defense and protection of personnel and equipment. Escalation and the use of weapons must remain proportionate and comply with the server rules.

§7.4 – Hostage Situations and Police Operations
In hostage situations, bank robberies, or store robberies, the Army provides support only within the permitted limits. Leadership must coordinate with the responsible government faction to determine who assumes overall command and, where necessary, handles negotiations. Unauthorized tactical interventions must be avoided; the safety of hostages is a high priority.

§7.5 – Acting Alone
During major armed incidents, Army members must not confront multiple armed offenders alone without a justifiable reason when backup is available.
▸ §8 – Military Premises, Vehicles, and Equipment

§8.1 – Order at the Base
Entrances, gates, operational routes, and security areas must be kept clear. Vehicles that block these areas without authorization may be removed only in accordance with the server rules and existing towing authority.

§8.2 – Unauthorized Vehicles
Vehicles parked without authorization on military premises may be towed in accordance with the server rules, particularly if they block entrances or exits, roadways, or emergency vehicles.

§8.3 – Uniform and Appearance
Service uniforms and identification insignia must be worn in accordance with internal regulations. Impersonating a higher or different rank or misusing military insignia is prohibited.
▸ §9 – Internal Affairs

§9.1 – Internal Conflicts
Disputes between fellow members must not be aired publicly[Code6:Rhino] during ongoing operations. They must be resolved afterward with a superior or Army leadership.

§9.2 – Misconduct
Serious misconduct must be reported to leadership. Knowingly covering up serious rule violations may also result in internal consequences.

§9.3 – Abuse of Rank
Members must not use their rank to gain personal advantages, unfairly disadvantage other players without an RP reason, or enforce unauthorized orders.

§9.4 – Corruption
Corruption is generally prohibited unless it is expressly permitted by the server rules or the responsible administration.

§9.5 – Internal Disciplinary Measures
Depending on the severity and frequency of the violations, disciplinary measures may include a verbal warning, a written warning or strike, demotion, suspension, or dismissal. The final decision rests with Army leadership.
▸ §10 – Final Provisions

§10.1 – Knowledge of the Rules
Every Army member is required to know and comply with the current server rules and these faction regulations.
§10.2 – Ignorance of the Rules
Ignorance of the rules does not protect members from internal disciplinary action.
§10.3 – Amendments
Army leadership may amend or expand these regulations as needed, provided that the changes comply with the server rules.
§10.4 – Precedence of the Server Rules
In the event of any conflict, the server rules prevail. Special police powers granted to the LSPD apply to the Army only if they have been expressly extended to it.
